Housing Assistance

Couleecap offers an emergency shelter/homeless prevention program, transitional housing for homeless families, and permanent supportive housing for individuals with disabilities or living with a mental illness.

Couleecap Transitional Supportive Housing

Provides limited term affordable housing to homeless individuals and households who need assistance in returning to independent living situations. Participants must be willing to work on self-sufficiency goals which include seeking stable housing, increasing their income, and increasing their access to mainstream resources.

Service Area: Crawford, La Crosse, Monroe, and Vernon counties
Eligibility: Families or individuals must be literally homeless (in emergency shelter, on the street, or fleeing domestic violence) and lack the resources to secure alternative housing. Individuals must be at least eighteen years old.

New Hope Permanent Supportive Housing

Provides permanent housing to families and/or individuals with disabilities who are homeless. Eligible persons are those currently in emergency shelter or living on the street. A case manager assists clients to develop goals and monitor progress toward self-sufficiency. Preference is given to those individuals and families who are chronically homeless.

Service Area: Crawford, La Crosse, Monroe, and Vernon counties
Eligibility: Families or individuals must be homeless and have documentation of mental illness or physical disability.

Provides permanent housing and case management services to single individuals who are literally homeless (in shelter or on the street) and living with a mental health issue. A case manager assists clients to develop goals and monitor progress towards self-sufficiency. Individuals must be chronically homeless in order to be eligible for this program.

Eligibility: Individuals must be homeless and lack the resources to secure alternative housing. Individuals must have a documented mental illness. Individuals must be chronically homeless. Individuals must be at least eighteen years old.

Homeless Prevention Program - This program is currently out of funding.

Provides emergency shelter through motel vouchers in Monroe County,Vernon County, and Crawford County. Provides eviction prevention and security deposit and first month's rent assistance in Monroe County, Vernon County, and Crawford County. Provides eviction prevention assistance in Vernon and Crawford counties. Tenants must be homeless or in danger of being evicted for lack of rent payment.

S.O.A.R. Program

Provides case management support to individuals who are homeless and mentally ill in La Crosse County. Assistance is available in applying for
Social Security benefits and navigating the application process.

Service Area: La Crosse, Jackson, Monroe, and Vernon counties
Eligibility: Eligible persons must be homeless and have a diagnosed mental illness.
