Additional Couleecap Resources for the Community
Couleecap offers additional support services to help individuals and families achieve greater self-sufficiency. From transportation access to disability benefits assistance, our programs remove barriers and provide meaningful support for those working to improve their lives.
Disaster Recovery Program
Couleecap can provide either 0% deferred or forgivable loans to low- and moderate-income (LMI) households to help restore homes following damage or disaster-related impacts.
You may be eligible if:
- You own your home or mobile home
- You live in Vernon County
- You meet income and program guidelines
- You use the home as your primary residence
- You can provide documentation of any insurance benefits received, if applicable. (The program will pay the gap between the insurance claim and the cost of repairs.)

Social Security Outreach, Access, and Recovery (SOAR) Program
Couleecap’s SOAR program helps eligible individuals apply for and navigate the Social Security Disability application process.
You may be eligible if:
You live in Crawford, La Crosse, Monroe, or Vernon counties
- You are experiencing homelessness and have a diagnosed mental illness
- This service is available to individuals or by agency referral. If you or someone you’re working with could benefit from this support, we’re here to help.
Work-N-Wheels
The Work-N-Wheels car loan and repair loan program helps income-eligible individuals and families obtain safe, reliable transportation to work or school. This program is available by agency referral.
You may be eligible if:
- You are 18 years or older and have a valid driver’s license
- You live in Crawford, La Crosse, Monroe, or Vernon counties
- You meet income and program guidelines
- You are currently employed or attending school full-time
- You can demonstrate the ability to repay the loan
This program is funded in part by the Federal Transit Administration (FTA) under 49 U.S.C. Section 5316 Job Access Reverse Commute (CFDA 20.516).
Services are available by referral.
